The solution was for somebody to communicate internally to Microsoft and ultimately get the default evaluation product key permitted for use again. Key on Microsoft's activation servers had expired, and so when Windows 7 Enterprise Evaluation attempted to initialize, it returned the same error that "The activation server has determined the specified product key is blocked". The problem that users were having in 2011 with Windows 7 Enterprise Evaluation was that the default evaluation product In looking through the forums for this particular issue, I came across a thread from 2011 which outlines nearly identical issues. $499, I would buy a couple LTSC licenses but that defeats the whole purpose of Spoke with Microsoft's commercial/professional support team (I have been told to submit an online ticket for an on-call technician at /oas, which will cost me $499.
